Are these teams declining the bowl bids…

not considering the extra practice their team gets?  Basically another spring practice season.

I think coaches can work with players year round now. They can't have a full organized practice but they can work with them individually or as a position group. This has made those extra practices less important. I'd say the biggest advantage is being able to have early enrollees come in for bowl practices to get a feel for how things work.

It used to be, coaches could not have contact with the players from the last game until Spring practice. Those extra bowl practices were very valuable then.

I suspect many programs don't want to showcase their currently players for poaching. Opt outs make the poaching potential worse. Plus with tight budgets some of these lower tier bowl don't cover enough of the expenses for playing.

I remember reading back in the Goff/Donan/CMR years about bowls we went to where we lost money.  The travel, meals, etc. expense for the team, band, cheerleaders, trainers, etc. was considerably more than the payout the team got.

I think the conference pools all the bowl payout money and divides it among the members.  Otherwise, lots of teams would opt out.

The fine may smaller than the money the team would lose by going to the bowl. Housing, feeding, entertaining a football team, band, and all hangers on can get pretty spendy

Smaller BOWLs pay out in tickets, not cash. That turns it 8nto a major financial liability if your fans don't travel.
